Urban Tour
July 19, 2006

The meeting was called to order at 3:15 p.m.  LCC Members present were D. Boettcher,  J. Dahl, M. Holte and P. Michels.  Zoning Committee members present were S. Lane and E. Rineck. 

Agency staff present for parts of the tour were D. Clary (Zoning), D. Richards (Forest & Parks), J. Skorczewski (DNR Forester), M. Dahlby, S. Ebel, A. Heddlesten, D. Masterpole, D. Nashold, and J.T. Jensen (LCD).

Others present for parts of the tour were M. Apple (TEC Design), B. Hayhoe, Sr. And B. Hayhoe, Jr. (Woods & Water Realty), T. Hubbard (Cedar Falls Building Systems), D. Staber (Town of Lafayette), and L. Thompson (Sienna Corp.).

It was announced that there would be no business conducted or action taken.

Item #1 - Tour Purpose and Orientation.

D. Masterpole provided an overview of the meeting agenda and tour schedule.  The tour was scheduled as one of several field trips that have been arranged to orient the members to the land use and conservation issues that affect the County.

Item #2 - Depart,

The Committees departed at 3:30 p.m.

Item #3 - County Farm Planning/Wissota Green - T29N, R8W, Section 28 & 33.

The Committees toured the Wissota Green development property, now being marketed in T29N, R8W, Section 28 & 33. 

D. Masterpole provided information on the stormwater, groundwater, and parks and trail planning that was completed by the County and City of Chippewa Falls in preparation for property annexation and development.

B. Hayhoe, Sr. and B. Hayhoe, Jr. (Woods and Water Realty), and L. Thompson (Sienna Corp.) provided information on the site specific plan and marketing approach for the Wissota Green neighborhood development.

Item #4 - Willie’s/Hebert - T29N, R8W, Section 29.

The Committees toured the Willie’s Building Center structure and storage yard under construction, in T29N, R8W, Section 29.  

D. Clary (Zoning) provided information regarding the City of Chippewa Falls and Chippewa County Wellhead Protection Ordinances and the associated plan review and permit processes.

T. Hubbard (Cedar Falls Building Systems), and S. Ebel (LCC) provided information on the stormwater management plan for the site, and the standards that were used to design a stormwater detention pond in a wellhead protection zone.


Item #5 - McIlquham Subdivision - T29N, R8W, Section 14.

The Committees toured the McIlquham Residential Subdivision, under rough grading and infrastructure construction in T29N, R8W, Section 14. 

B. Hayhoe, Jr. (Woods & Water Realty), and M. Apple (TEC Design) provided information on the lot layout, infrastructure development, and site specific stormwater plan.

D. Clary and S. Ebel provided information regarding the rezoning process, the land division process, and the  stormwater plan review process.

Item #6 - Ray’s Beach - T28N, R8W, Section 12.

The Committees toured Ray’s Beach, an unimproved swimming area on land owned by X-Cel Energy on the south shore of Lake Wissota, located in T29N, R8W, Section 12. 

D. Staber (Town of Lafayette) and D. Richards (Forest & Parks) provided information on the joint efforts of the Town and County to acquire the property and to develop it as a public recreational facility.

D. Nashold (LCD) provided information on the engineering which is being conducted to assure beach stability and to provide public access.

Item #7 - East Hallie Conservation Area - T28N, R8W, Section 21.

The Committees toured an unimproved wetland complex and associated uplands, located in T28N, R8W, Section 21. 

M. Dahlby provided information on the efforts of the County, the State, and private nonprofit organizations (Pheasants Forever), to acquire the area as a public hunting and recreational area.

The next joint Committee tour was scheduled for Wednesday, August 16, 2006.
