Committee Meeting
June 17, 2005

The meeting was called to order by the Chair, D. Boettcher, at 8:45 a.m.  Members present were D. Boettcher, J. Brost, J. Dahl, P. Licht, P. Michels, E. Rineck, and L. Willkom. 

Agency staff present were R. Yohnk (Recycling), M. Dahlby, D. Masterpole, and J. Schemenauer - Recorder (LCD).

Item #1 -Minutes/Bills/Plans/Contracts/Agreements.

The minutes from the 5/19/05 LCC meeting were presented.  Motion to approve minutes: Brost/Rineck.  Motion carried.

The LCD program bills, Duncan Creek project bills, and Recycling program bills were presented.  Motion to approve bills: Rineck/Brost.  Motion carried.

There were no plans presented.

D. Masterpole reported that Chippewa County Public Health Department has forwarded a Memorandum of Understanding to the Land Conservation Department and the  Zoning Department whereby the departments agree to “coordinate activities” and “collaborate” for the purpose of meeting requirements of Wis. Stats. 251.04(8), pertaining to the provision of public health services.

The Land Conservation Department has entered the agreement.

Item #2 - Consider Proposed Initiative; Joint Educational Project to Support Stormwater Programs in the Eau Claire-Chippewa Falls Urban Area Through 66.30 Agreement.

D. Masterpole distributed and the Committee reviewed a draft information and education strategy titled:  Stormwater Education Plan (LCD 3/04).  The plan has been drafted as an information and education component of the Chippewa Falls Urban Area Stormwater Management Plan to meet WPDES permit requirements of NR216.

The plan specifics the following:

            •Target Audiences.

            •Education Messages.

            •Delivery Mechanisms.

            •Method for Evaluations.

There was general discussion.

Discussion focused on the potential efficiencies which could be gained if municipalities in the Eau Claire/Chippewa Falls urban area were to develop and implement a single coordinated stormwater information and education program.

Motion to direct the LCD to submit a letter of inquiry to the City of Eau Claire, the City of Chippewa Falls, and the County of Eau Claire to determine their interest in pursuing a 66.30 Intermunicipal Agreement to develop and implement a joint stormwater information and education program to meet common NR216 WPDES requirements: Dahl/Brost.  Motion carried.

Item #3 - Review Proposed Revisions to 66.30 Intermunicipal Working Agreement for Recycling; Chippewa County/City of Chippewa Falls.

R. Yohnk distributed and the Committee reviewed a handout titled:  Exhibit A - Chippewa County Solid Waste & Recycling Responsibilities for the City of Chippewa Falls.  The handout contains proposed revisions  to the current 66.30 Intermunicipal Working Agreement for recycling program administration between the City of Chippewa Falls and Chippewa County.

Changes would clarify each party’s responsibility for:

1.         Developing requests for proposals (RFP’s) and third party service contracts, as needed, to conduct the City of Chippewa Fall’s curbside recycling program.

2.         Monitoring contract compliance and enforcing third party service contracts.

R. Yohnk reported that she will meet with the City Administrator (D. Elsass) to review the proposed points of clarification and will provide a followup report upon receiving a formal response by the City. 

There was general discussion.

Item #4 - Consider Request for Stewardship Funds Grant by West Wisconsin Land Trust; McCann Creek Wild Lakes Partnership (S. Lewis Project).

M. Dahlby presented an amended grant application (6/9/05), submitted by the West Wisconsin Land Trust (WWLT) to the Chippewa County Stewardship Fund for the McCann Creek Wild Lakes Partnership (S. Lewis Project). 

M. Dahlby distributed and the Committee reviewed the following material:

1.         Land Conservation Committee Minutes - 3/18/04.  The minutes document Committee action approving a $5,000 allocation from the 2004 Stewardship Grant Fund to the WWLT to be applied toward the McCann Creek Wild Lakes Partnership (S. Lewis Project).

2.         Correspondence from WWLT to D. Masterpole (LCD), (6/9/05), requesting $29,270 in additional funding from the Chippewa County Stewardship Grant Fund.  The additional allocation was requested to rectify a funding shortfall which developed as a consequence of changes to State Admin. rules, and an associated reduction in grant funding from the State of Wisconsin (DNR), to the McCann Creek Wild Lakes Partnership (S. Lewis Project).

The Committee reviewed the proposed conservation easement and the provisions for public access.

Future development of the 240 acre property will be limited to one (1) additional dwelling, which is authorized to be constructed in a designated building envelope located adjacent the existing farmstead.

Land use will be managed using two “zones” of property management; an agricultural zone and a public access zone.  The agricultural area will be managed to allow for continued farm production in accordance with County conservation standards.  The public access area will be managed to provide permanent public access for:

•Use of the headwaters of a Class I trout stream (McCann Creek).

            •Use of three (3) wild lakes.

            •Maintenance of an existing ½ mile snowmobile trail corridor.

            •Establishment of future hiking and skiing trails.

            •Controlled hunting.

There was general discussion.  Discussion focused on the public costs and benefits of the project. 

Further discussion focused on the amount of the matching grant and the percent of total costs as distributed between the landowner, the State, land trust, and the County.

Motion to award an additional $29,270 to the West Wisconsin Land Trust, Inc., as administered through the Chippewa County Stewardship Fund, Year 2005 grant cycle, for the McCann Creek Wild Lakes Partnership (S. Lewis Project): Brost/Dahl.  Motion carried.

Item #5 - Report; Overview of Public Participation; Ice Age Trail Planning Project; Eastern Chippewa County.

R. Magyar distributed and the Committee reviewed the following material:

1.         Map titled:  Proposed Ice Age Trail Corridor Through Eastern Chippewa County.  The map shows the location of a three (3) mile study corridor, which is being used to plan an extension of the Ice Age Trail through Eastern Chippewa County.

2.         Brochure titled:  Ice Age Trail, National Scenic Trail, Wisconsin, (National Park Service and U.S. Department of the Interior).  The brochure provides general information about the purpose, use, and general location of the Ice Age Trail in Wisconsin.

R. Magyar provided a GIS presentation (file on record).  The presentation summarized the process that is being used by the National Park Service, the Ice Age Trail Foundation, and DNR to plan the trail location.

                                    •Oct., 2004        -Initiate project.  Conduct landscape assessment to identify three (3) corridor options.

                                    •Nov., 2004       -Initiate public participation process.  Meet with town boards.

                                    •Dec., 2004       -Conduct public informational meetings.  Present three (3) corridor options; seek    comment.

                                    •Feb., 2005        -Select preferred corridor for further study.

                                    •June, 2005       -Conduct public informational meetings.  Present preferred corridor; seek comment.

                                    •Aug., 2005       -Initiate landowner contacts to determine potential trail routes.

                                    •Oct., 2005        -Conduct informational meetings.  Present potential preferred routes in preferred   corridor; seek comment.

                                    •Dec., 2005       -Recommend preferred corridor and potential trail routes to National Park Service.

There was general discussion.  Discussion focused on the public participation process.

Item #6 - Report; Overview of Stormwater Planning Maps and Modeling Efforts; Chippewa Falls Urban Area.

D. Masterpole presented a report on the status of efforts to create a stormwater drainage map and to complete runoff modeling as components of the Chippewa Falls Urban area stormwater plan. 

The status is as follows:
•Land Use mapping Complete
•Drainage system mapping  
  -Inventory of channel type, location, and dimensions Complete
  -Inventory of flow direction and routing Complete
  -Inventory of channel outfalls In progress
•Stormwater modeling In progress (Ayres & Associates)

M. Dahlby provided a GIS presentation of the project area showing areas of management concern, as documented during the 2005 Spring runoff event.

There was general discussion.  Discussion focused on stormwater facilities and institutional approaches toward facilities management.

Item #7 - Discuss Summer/Fall Meeting Schedule.

There was general discussion regarding revising the summer/fall LCC meeting schedule due to a scheduling conflict.  There was general consensus that the next several meetings will be held at 7:30 a.m. on the regularly scheduled meeting date (third Thursday of the month).

The next LCC meeting was scheduled for Thursday, July 21, 2005, at 7:30 a.m.
